First, I hope everyone has been staying cool and safe and enjoying this summer. 

We have run into a snag with the Old Colchester Road bridge replacement which will extend the project completion date. At this time I am unable to advise how much longer it may be.  Your patience has been and is very much appreciated while this bridge is being replaced.   The delay is due to unexpected problems encountered when trying to place sheets for a “coffer dam” into the water.  The school bus garage has been notified.

The two terribly rundown houses that the Town had to take by foreclosure have been demolished. The land will be auctioned off at a later date to return the property to the tax rolls.  One was on Maple Avenue and the other on Route 163.

As you know, despite our loud and vehement objections, the Department of Corrections has announced that they will place the sex offender facility here in Montville on the Corrigan-Radgowski Correction Center grounds here in town.  I urge all concerned citizens to call the Governor’s Office to register your concern.

Mayor's Proposed Budget 2010-2011

On behalf of the Town Council and the community, I would like to extend sincere appreciation to all the agencies and departments, like the Emergency Management Office, the Public Works Department, the Police Department, the Volunteer Fire Companies, the WPCA, and the Red Cross, for their tremendous work and assistance throughout the rainstorms.   Thank you does not seem enough for all your help and endurance during this tough time.

December 11, 2009

  1. The Blight Ordinance is now in effect, and we are looking forward to working together with the people of the Town in helping to clean up the Town.  Note:  Anyone interested in being the appeals officer for this Ordinance, please call (860) 848-3030 Ext. 301.
  2. The Town now has a Human Resources manager, the first one ever.  Her name is Katherine Christopher and she comes to us with 20 years of experience in the field.  Welcome, Katherine.
  3. The Town is now using the Single Stream method of collection for its recyclables, which was started about one month ago and is working very well.  It was a good move for the Town to go to Single Stream recycling.
  4. The bids are in for the Old Colchester Road bridge replacement and so far it is looking good for construction to begin in March.

 Updates on 6 Grants
  1. The Town received a grant of two-million for the replacement of the bridge over Oxoboxo Lake on Old Colchester Road; these funds come from the Federal Recovery Act. 
  2. The Town also received a grant of two-hundred thousand dollars from STEAP for the Community Center at Fair Oaks.
  3. Presently we are using a grant for Energy Assistance in the amount of $82,000. Lights in the town buildings are being replaced with energy efficient fixtures and bulbs.
  4. We are also using a Justice Assistance grant in the amount of nine thousand, one hundred dollars to purchase three laser speed detectors and a radio for the lake patrol boat.
  5. A “Brownfield” grant was received from the state Department of Economic and Community Development in the amount of two hundred and twenty thousand dollars for a Brownfield cleanup at 14 Bridge Street.
  6. We have reapplied for a Local Bridge Grant from the State Department of Transportation for the Montville Road Bridge.  Unfortunately, this bridge is not eligible for Federal funds because it is not on the Federal Aide Highway System list.

Good News!!
Montville received the grant money to repair the Old Colchester Road Bridge in the amount of $2 million dollars from DOT.  Bids will go out this fall.  The work should start in the Spring.

Census Update
We have received more information concerning the 2010 Census.  The new questionnaire is simply a 10-question survey and is expected to take only about 10 minutes to complete.   They will begin mailing the forms in mid-March of 2010.  For the first time, over 13 million questionnaires will be English/Spanish.  On request, there are also forms for the simplified Chinese, Korean, Vietnamese, and Russian languages.

Please be assured that there are strict laws in place to protect the confidentiality of the respondents and the information they share.

2009-2010 Budget
On Monday, April 13, 2009, I submitted my proposed 2009-10 budget to the Town Council. The total budget is $55,167,561. It reflects a reduction of 5.25% ($1,070,480 less than last year) on the General Government side and an increase of .81% ($287,999 more than last year) for Education. This is an overall decrease of 1.40% from the 2008-09 Budget.

In an effort to increase the mill rate as little as possible, I have suggested using $850,000 from the undesignated fund balance. The proposed budget reflects a mill rate of 21.42 (the current mill rate is 21.0). The annual tax increase would be as follows:

2010 Census
The United States Census Bureau is gearing up for the 2010 census count. This spring census workers will go door to door to update address lists. In the fall, recruitment of census takers will begin.  For more information on job opportunities, please visit their website at www.census.gov/2010census or click here for Frequently Asked Questions.   Census questionnaires will be mailed or delivered to homes in February through March 2010. All will be short forms.
Update!!  Tri-Town is Coming
A Tri-Town grocery store is scheduled to open in June in the former Beit Bros. building on Route 32.
State Bond & Grant Money
When I learned that state bond and grant money was going to be pulled, I visited the Speaker of the House in Hartford to relay the importance of these funds to the Town of Montville.
Federal Economic Stimulus Package
As of this date, the Town remains on the projected list for funds from the federal economic stimulus package.

“Shovel-Ready Projects”
There is a lot of talk about “shovel-ready” projects related to the anticipated Federal Economic Stimulus program.  Governor Rell requested towns and cities to submit these projects to her office, where they would be prioritized and considered for funding from the stimulus program. 

“Shovel-ready” means that the project design is completed, all permits have been received, and construction plans are completed.

My office, the Planning & Zoning, Public Works, and Parks and Recreation Departments and the Town Engineer worked diligently to prepare ten (10) “shovel-ready” packages that we hoped to have funded through the program. These were forwarded to the Governor’s Office on December 30, 2008

Six of those projects will be placed on the stimulus list:
1) Old Colchester Road bridge,
2) Fair Oaks Community Center Energy Conservation & Renovation project,
3) Construction of a new Public Safety Building,
4) Camp Oakdale Soccer Field Lighting,
5) Camp Oakdale Restroom Building, and,
6) Improvements to Black Ash Swamp Road.

Those that were determined not eligible per the “shovel-ready” criteria are the Montville Road bridge, the Silver Falls Road bridge, the Derry Hill Road bridge, and the Meetinghouse Lane bridge.
 
The packages submitted are available in my office for anyone to review and we will also be happy to make copies. We do request a twenty-five cents per page copy fee.

Montville stands to save a substantial amount of money. We will continue to work diligently to seek funds that may be available through this program.


School Renovations Funding Referendum
On Tuesday, January 13, a referendum was held seeking taxpayer approval to increase the spending amount of this project.   In June 2003 the voters approved  $43,950,000 to fund the project. In January of 2006,  an additional $10,400,000 was approved for school projects and $1,000,000 for the artificial turf at the high school.  Including this latest vote for an additional $350,000 the total amount of the project is now $55,700,000.  The additional monies were necessary due to higher than estimated construction costs.

Although the additional $350,000 needed to complete the project comes from income interest earned; and, therefore, no increase in taxes is necessary, taxpayer approval of the new project total needed to be obtained.
 
The vote was two to one in favor of increasing the amount. The School Renovations Building Committee has advised that this will cover the latest shortfall and allow for the completion of the project.

Referendum at Fair Oaks School January 13, 2009, Noon to 8:00 p.m.
On January 13, 2009, the town electors and eligible taxpayers will have an opportunity to approve or disapprove the addition of $350,000 to complete the renovation and expansion of the Montville Schools.  The town will use funds that it received from interest earned on the bond proceeds that were issued for this project; therefore, there will be no mill impact.

Polls will be open from Noon to 8 p.m. and the voting will take place at Fair Oaks School only.

             The question on the ballot will be as follows:
"Shall the resolution increasing the appropriation for the renovation and expansion of Mohegan Elementary School, Montville High School, Dr. Charles E. Murphy Elementary School, Oakdale Elementary School and Leonard J. Tyl Middle School and the renovation of Palmer Alternative Education School from $54,350,000 to $54,700,000 be approved?

A new grocery store may be moving into the old Beit Bros. building. Tri-Town Foods is in the process of working out a plan to come to Montville, maybe by the first of the New Year.

Rand Whitney Settlement
The Town of Montville received Sealed Bids and Electronic Bids for $12,000,000 General Obligation Bond Anticipation Notes on November 5, 2008. There were four bids received.

The Town accepted the JP Morgan bid of 1.3588% Net Interest Cost. The notes will be dated November 18, 2008 and due on November 17, 2009.  At that point, the town will issue General Obligation Bonds with a fifteen year term. It is anticipated that the volatility in the market will have settled down by then and the interest rates on bonds will be lower than they are currently, which is 6%.

Payment will be made to Rand Whitney on November 24, 2008.
Election 2008 Voter Turnout
The election is over and the people turned out in great numbers. 81.5% of all registered voters turned out, “Good Job by All”.

Rand Whitney Bonding
Our financial advisor from Webster Bank has recommended that the Town of Montville issue Bond Anticipated Notes with maturity of 9 months. The interest rate should be about 3%. After the 9 months, the hope is that the market will have stabilized. At that time, the town will issue bonds with a term of 15 years. Currently, the interest rate on bonds that are selling is between 4 ½ to 5 ½ %. We expect that by the time we have to issue bonds the rate will have gone down.

Webster bank will recommend whether we will do a negotiated or competitive sale of the notes. With a competitive sale, we would send out notice of sale and receive bids. We would then choose the best one. With a negotiated bid, we would choose an underwriter (bank). The underwriter would negotiate for the best price.

The sale date is scheduled for November 13th with a closing date of November 20th.
